Every programming language is a system of english words and symbols that a human can use to make a machine follow instructions. A backend engineer that knows java might not also know rust. But they can usually learn another language quick if motivated.

There are also frameworks within a language. Like "Ruby on Rails" is a framework for the ruby language.
